Introduced in 1970 as part of the Bank Secrecy Act, it is designed to prevent and detect money laundering and other criminal activity. The ubiquity of ATM cards and ATM machines have begun to make currency exchange counters at European airports and tourist areas obsolete. European bank branches are starting to get out of the business of tourism-related foreign currency exchange and traveler's check redemption for the same reason. The convenience of getting euros from an ATM machine cannot be beaten, especially since the exchange rate at hotels and foreign currency exchange booths is far less favorable.
